Mandatory Restrictions on Water Waste & Drought Information


We thank you, our customers, for doing a tremendous job saving water in response to California’s historic drought. We appreciate all you have done to reduce water use and congratulate you for becoming the efficient water customers you are today. 

While our agency no longer has a specific state-mandated conservation standard, we are still in a moderate drought, according to the U.S. Drought Monitor. Through efficient water usage, we can do our part to keep water in storage and to minimize reductions in water allocations in the future if the drought continues, helping make conservation a way a life in California.

    The City is currently in a Level 2 Water Alert, which actively promotes 10-20% water conservation compared to 2013 baseline usage. As of the beginning of 2017, our average conservation over the past 6 months is 21%—let's keep up the good work!

    Mandatory Restrictions on Water Waste

    There are certain water conservation regulations that are in effect year-round, regardless of whether or not a water supply shortage level has been declared by the City.  There are also additional, specific regulations that apply if a water supply shortage level has been declared (for example a Level 2 Water Alert).  For complete regulations, and regulations for the current water supply level, please refer to ordinance 13.12.050

    The City Council took action on 6/21/16 to change the City of San Clemente to a Level 2 Water Alert.  Under a Level 2 Water Alert, in addition to the year-round restrictions, additional contingency regulations are also in effect.  For complete regulations, please refer to ordinance 13.12.060

    City of San Clemente Water Supply Reliability Self-Certification

    In May 2016, the State Water Resources Control Board adopted new drought regulations and asked water agencies to set their own conservation standards based on local supplies. 

    This section contains information regarding the City of San Clemente's Self-Certification of Supply Reliability for three additional years of drought, including underlying analysis and supporting documents pursuant to the State Water Resources Control Board Regulations.
